The Russian government will consider a roadmap for the development of the video game industry
The roadmap (download in pdf) for the development of the video game industry, developed in response to the President's instructions, has been supplemented with proposals from departments and departments of the Moscow Government, the Ministry of Economic Development, the Agency for Strategic Initiatives, the Agency for Creative Industries and developer associations, which include video game development studios, producers, investors, and esports players. The final version was presented by the head of the RVI Vasily Ovchinnikov.
The five-year roadmap for the development of video games was created in accordance with the December instruction of the President to develop measures to support the domestic video game industry. All offers and events are collected for convenience in 4 blocks: "System support elements", "Export", "Education" and "Technology".
The roadmap was compiled in accordance with the RVI strategy and was supplemented by proposals received from executive authorities, government organizations and the professional community. A new block has also been introduced into the roadmap, including key regulations: a number of draft laws are currently under development, including on the age labeling of video games, and the possibility of more complex regulation is being discussed. A number of colleagues announced the preparation of other documents important for the video game industry, but at an early stage of their formation.
New graphs have appeared in the roadmap that allow you to display the leader of specific projects and events, as well as organizations that will help in implementation. The roadmap contains additions from the RVIs, made in accordance with the authority of the organization or taken from open sources, but important for understanding the entire landscape of events that may occur in the next five years.
The roadmap for the development of the video game industry will be presented to the Government through the working group on the development of the video game industry, established at the end of last year. The implementation of the map will be further synchronized with the declared organizations: each proposed item will be worked out in detail. The map will be published and kept up to date, it will be supplemented with new events, and some may go away if they lose relevance and expediency.
"The five–year roadmap is a general plan compiled from those who have already proven themselves and are involved in the development of the video game industry. A plan that will allow effective coordination of all participants – everyone who is investing now or will start doing so in the future, so the roadmap will be “alive” and constantly updated. We invite industry professionals, specialists from areas related to video games, as well as development institutions and foundations who can and are ready to restore and develop the video game industry in Russia, join and supplement the roadmap or take over some of the events and be responsible for their implementation," said Vasily Ovchinnikov, head of RVI.

The Video Game Industry Development Organization (RVI) has developed a five-year plan to support and develop Russian game development. The economic goal of the roadmap is to achieve the growth of the video game industry to 0.4%-0.5% of Russia's GDP by 2029.
The map was drawn up in accordance with the December instruction of the President to develop measures to support the domestic video game industry. The development strategy is divided into 4 blocks: "System support elements", "Export", "Education" and "Technology".
The block of support elements is the most extensive: it concerns measures that will help developers build a dialogue with the state, as well as support for small indie studios. The export block insists that Russian game development cannot develop in isolation, only demand on world markets can give the industry enough foreign exchange earnings. Finally, the blocks on education and support elements tell about the necessary changes in the system of training specialists and import substitution.
"We invite the professional community to clarify, supplement and emphasize the developed Roadmap: we will periodically add and improve it in accordance with the ongoing changes in the industry and expert assessments," said Vasily Ovchinnikov, head of the RVI.
The roadmap was the result of two years of work that began after a discussion about the future of the industry at a Russian Internet forum in the spring of 2022. The developers of the plan propose to focus on the experience of South Korea, Japan and Canada, where the video game industry has become one of the largest technological sectors of the economy.
