VIDO PRESENTED A DRAFT STRATEGY FOR THE DEVELOPMENT OF THE VIDEO GAME INDUSTRY IN RUSSIA
The document was sent to key market participants, experts and government agencies to discuss, supplement and form a joint agenda for the development of the industry until 2035.
The Video game development organization (VIDO) presented a draft framework for the Development Strategy of domestic game development for joint development with the industry and government agencies.
According to the document, by 2030, the Russian industry should form a self-organized ecosystem, including commercial investment funds, systemic government support measures, and by 2035 become one of the seven largest video game industries in the world.
The project was prepared based on an analysis of the current state of the industry, the results of the work of key companies and government agencies, as well as research data conducted by RVRI in collaboration with the NAFI Analytical Center and Strategy Partners. The work also uses research materials provided by the Moscow Creative Industries Agency (ACI).
"We see that the Russian video game industry has reached a stage of maturity and is ready for further self-organization. In recent years, professional communities have formed, studios and projects have strengthened and become more stable, and the industry itself has begun to build a systematic dialogue with the government and defend its interests. That is why, as a specialized association uniting industry professionals, we decided to focus this year on forming a long-term development strategy. We invite market representatives to join this work, take part in the discussion and refinement, and hope to receive meaningful and professional feedback from the industry and government agencies," comments Vasily Ovchinnikov, CEO of the Video Game Industry Development Organization.
The document contains 7 main directions, each of which provides for a set of measures to achieve the key goals of the industry:
🔹 building a sustainable dialogue with government agencies;|
🔹 attracting investments in Russian projects and creating a favorable investment environment;
🔹 developing the technological potential of the video game industry;
🔹 public communications for the development of the video game industry;
🔹 development of the professional and gaming community;
🔹 international relations and export potential development;
🔹 development of educational initiatives in the industry.
The organization began to send the draft Strategy to the expert community, including the Supervisory Board, large companies publishing games in the domestic market (Lesta, VK, Hobby World, Astrum, 4game, Buka, etc.), as well as sustainable video game development companies that operate publicly in Russia (Krista, 1C GS, Exbo, etc.), as well as preserving trade secrets.
The list also includes companies with a practice of investing in game development (Rostelecom, Yandex, IFSI, Indie GO, etc.), ministries and departments whose representatives have been actively working with the industry over the past few years, including the Ministry of Finance, the Ministry of Economic Development, the Ministry of Industry and Trade, IRI, ASI, REC, ACI, The Innovation Development Fund of the Republic of Sakha (Yakutia) and others.

Suggestions for improvements are accepted at strategy@forgamedev.ru until April 30, 2026. After receiving feedback and making adjustments, VIDO will present the final version of the Strategy, indicating the first companies and people who will subscribe to it.
